ADMINISTRATION
Section 1.01 ANNUAL GENERAL MEETINGS
1.01.01 Pony Club Year
The PCANT year is from 1st January to 31st December. Clubs must hold
their Annual General Meeting before PCANT holds its Annual General Meeting
in the month of November each year.
1.01.02 Election of Officers
When elections for Executive positions are required, nomination forms
will be sent to all clubs 30 days prior to the AGM. Nominations may
be received at any time prior to the election.
If more than one nomination for a position is received, there will be
a secret ballot held at the AGM with one vote per club.
1.01.03 Agenda for AGM
The Association AGM Agenda will be sent to all affiliated clubs at least
14 days prior to the meeting.
Affiliated Clubs will have 1 vote each, regardless of the number of
delegates attending. Remote clubs may apply for reimbursement to attend
the AGM.
Section 1.02 THE PCANT EXECUTIVE COMMITTEE
1.02.01 PCANT Executive
The PCANT Executive consists of President, Vice President (a Northern
Zone and Southern Zone Vice President may be elected), Secretary, Treasurer,
Chairman of the Chief Instructor's Panel and appointed club delegates.
1.02.02 Terms of Office
All positions become vacant at the AGM, except Coaches positions which
have a term of 2 years.
1.02.03 Delegates
Delegates are selected by each club. Delegates must be on the Club's
Committee but they do not need to be from the Club's executive.
Section 1.03 THE CHIEF INSTRUCTORS PANEL
The Chief Instructors Panel (CIP) sub-committee reports to the PCANT
Executive on all Instructional matters.
The duty of CIP shall primarily be to implement uniformity and coordination
of instruction throughout Pony Club in the Northern Territory. The CIP
shall comprise of the Chief Instructors from each affiliated club. A
Panel Chairman will be elected by the members of the Panel
Section 1.04 LIFE MEMBERSHIPS
Life Memberships can be awarded for long and outstanding service to
the Pony Club Movement on the following basis: Club Life Membership
is awarded at Club level. PCANT Life Membership is awarded by the PCANT
Executive for service at that level, and to the Pony Club Movement as
a whole.
Section 1.05 SERVICE AWARDS
Service Awards are awarded at NT level to an Associate or Senior member
of an affiliated Pony Club who has given constant practical service
and assistance in his or her Club.
As this is considered to be the highest honour for service, only exceptional
Associate or Senior members should be recommended. Riding ability and
team participation is irrelevant.
A Pony Club member must have been a member of his or her Pony Club for
at least three years to be nominated for this award. If the nominee
has been a member of another Club affiliated with PCANT Inc, the name
of the Club, the length of the membership and the reason for the termination
of that membership must be stated on
the nomination form. A recommendation from the previous Club must be
enclosed with the nomination.
This award is only made once to each person.
Nominees must be at least 17 years of age on the 1st January in the
year in which they are nominated.
Club Officials must sign all nomination forms before they are forwarded
to PCANT. Nominations close 1 month prior to the AGM.
Section 1.06 RULE CHANGES
All changes to PCANT Rules made by the Executive will come into effect
on the date specified. All changes to PCANT Rules made by resolutions
passed at the Annual General Meeting will come into effect immediately.
The full PCANT Executive is responsible for reviewing and setting qualifying
criteria for all NT Championship Events.
Section 1.07 BY-LAWS
1.07.01 Association
Any amendment to Association by-laws shall become effective immediately
unless specified otherwise.
1.07.02 Club
A Club may decide upon any by-laws to suit local conditions, providing
such by-laws do not contravene any direct policies of the Association
and are approved at a PCANT meeting.
Section 1.08 AFFILIATION FEE
A subscription fee to the Association is determined by the PCANT Executive
as recommended by the treasurer at the September delegate's meeting
for the following calendar year. Affiliation fees must be paid to the
PCANT Treasurer by the PCANT AGM each year. All insurance monies must
be paid by the end of the month in which the member joined.
Section 1.09 INSURANCE
The insurance will be as per the current national policy adopted by
the APCC from time to time and is compulsory for all affiliated Clubs
and their members.
The affiliated Pony Club must make notification of new members at the
end of each calendar month to the Association together with the remittance
fee for the insurance premium. A monthly return is mandatory, and even
if no new members joined in that month, A NIL RETURN must be sent to
the Association.
If a claim arises, it must be made to the club first, then to PCANT.
Club Secretaries will supply a copy of the Policy to members if requested.
Section 1.10 LEVY
At present PCANT has not set any levies, although they may be imposed
upon entry fees to Events and Gymkhanas from time to time for particular
fund raising purposes.
Section 1.11 VOTING AGE
For all meetings, except Club meetings, the voting age shall be 18 years
and over.
Section 1.12 CLUB REPORTS
Each club is required to table a brief report of events at each delegate's
meeting, whether verbal via delegate or written via email. President's
report from each club is to be tabled at PCANT AGM.
Section 1.13 CONSTITUTION
All PCANT affiliated Pony Clubs shall have a constitution in the terms
of the standard Pony Club Constitution as supplied by the Association
or such constitution that has been approved by the Executive.

Section 1.15 TRAVELLING EXPENSES
Reimbursement
for travelling expenses incurred by examiners and coaches is to be set
out by PCANT and current Government Policy
Section 1.16 GENERAL ENQUIRIES
All enquiries from clubs or members are to be made in the first instance
through their Club delegate, who will table it to PCANT secretary or
at delegate's meeting.
Section 1.17 COMPLAINTS
Complaints be directed to the individual's club committee, then to PCANT
if necessary. The PCANT Executive will investigate and discuss complaints
received in writing and tabled at PCANT meetings. Members and Clubs
are urged to be aware that standard legal convention will apply to all
correspondence and that steps will be taken to protect the integrity
of the PCANT and its members.
Section 1.18 PRESS RELEASE
Press releases concerning Association policy or rules and regulations,
are not to be made unless approval is first sought from the Executive
or President as applicable.
